新型コロナウイルス感染症の影響拡大に伴う2020年入学式の中止について

2020年4月入学予定の学生・院生・ご家族の皆様

昨年12月に発生した新型コロナウイルス感染症は、国内においても感染の拡大が続いており、状況は日々変化しています。本学では、2月19日に本件対応に関する危機対策本部を設置し、学内外の情報収集と、大学としての方針や対応の協議を重ねておりますが、このたび、本年4月3日に予定していた2020年入学式を中止することとしました。

厚生労働省に設置された新型コロナウイルス感染症対策専門家会議が、この3月2日に公表した「新型コロナウイルス感染症対策の見解」では、「屋内の閉鎖的な空間で、人と人とが至近距離で、一定時間以上交わることによって、患者集団（クラスター）が発生する可能性」が示唆されています。本学の入学式は、入学する学生、院生とそのご家族合わせて、毎年１万人以上が国内外から広く集まる、国内の大学でも有数の大規模な式典です。その参加者から感染者が出る事態が起こりますと、皆さんの本学での新生活に大きな影響が生じることとなり、同時に、社会的にも影響を及ぼします。

申すまでもなく、大学・大学院生活のスタートにあたり、入学式はきわめて大切な機会であり、その中止はたいへん残念です。しかしながら、今回、入学する皆さんの感染リスクの回避と、感染拡大を防ぐ社会的責任という観点を重んじて、本学では苦渋の決定をいたしました。何とぞ、ご理解賜りますよう、お願い申し上げます。

現在、入学予定の留学生の中には、日本への入国が制限されている方たちもおり、新年度の生活にとりわけ大きな不安を抱えていることと思います。大学では、皆さんの今後の修学に不利益が及ばないよう、今後様々な支援を考えていきます。国の内外を問わず助け合い、この世界的困難を乗り越えていくことが私たちの共通の課題です。

入学式は行いませんが、4月から皆さんが法政大学の一員になってくださることを、私たちは心から喜び、ともに学べる日を心待ちにしています。大学生らしく、この予期せぬ出来事からも多くを学び、考え、そして健康に留意して、元気で新学期にお会いしましょう。

To new undergraduate and graduate enrolled students for AY2020 and their families

The novel coronavirus epidemic that started last December has seen an increasing number of cases of infection in Japan and the situation is changing constantly. Hosei University set up a crisis response headquarters on Feb. 19 to deal with this epidemic. After gathering information from both within and outside the university and discussing the university’s policy and response, the headquarters has now decided to cancel the 2020 Entrance Ceremony scheduled for April 3.

The Basic Policies for Prevention and Control of the Novel Coronavirus issued on March 2 by Novel Coronavirus Expert Meeting set up by the Ministry of Health, Labour and Welfare suggested that close contact between people in closed spaces for a certain length of time had the potential to cause clusters of infected patients. Hosei University’s entrance ceremony brings together more than 10,000 people, including newly enrolled undergraduate and graduate students and their families, from Japan and abroad every year, making it one of the largest ceremonies among Japanese universities. If infection were to occur among the participants, it would seriously affect the new students’ new lives at the university, while at the same time having a major social impact.

We realize that the entrance ceremony is an extremely important opportunity for newly enrolled students to mark the start of their new lives as undergraduate or graduate students, and its cancellation is extremely disappointing. However, giving priority to our social responsibility to avoid the risk of infection among the newly enrolled students and to prevent the spread of the epidemic, we have had to make the truly painful decision to cancel the ceremony. We hope for your understanding.

Some of our newly enrolled students are international students whose entry to Japan is currently restricted. I am sure that these students are feeling particularly anxious about their lives in the new academic year. The university will contemplate a range of support measures to ensure that our students’ future study is not disadvantaged. Helping each other to overcome this global hardship, both in Japan and in other countries, is a shared challenge for us all.

While the entrance ceremony will not go ahead, we are sincerely delighted to welcome our newly enrolled students to the Hosei University community in April and we look forward to the day when we can study side-by-side with you. I hope that, as university students should, you will all use these unforeseen circumstances wisely as an opportunity to think and learn. Please take care of your health, and I look forward to meeting you all, hale and hearty, in the new academic year.
