【イベント報告】[GIS Talk] グローバル変革時代における教育外交と国際協力 ― 台湾からの示唆 / Educational Diplomacy and International Cooperation in an Era of Global Transformation: Insights from Taiwan

12月9日（火）、現在法政大学GISのVisiting Scholarである、台湾・実践大学（Shih Chien University）のTony Kuo教授（博士）をお迎えし、GIS TALKを開催しました。講演タイトルは “Educational Diplomacy and International Cooperation Amid Global Transformation” でした。

Tony Kuo教授は、デザイン研究で国際的に評価の高い実践大学の副学長を務めるとともに、国際関係論および異文化コミュニケーション・マネジメントを専門とされています。これまで数多くの大学運営や意思決定に関わってこられ、大学間の国際交流においても豊富な経験と実績を有しています。

今回のGIS TALKでは、そうしたご経験をもとに、教育外交や国際協力の最前線について幅広くお話しいただきました。特に、台湾政府と大学との密接な連携、ならびに日本・アメリカをはじめとする海外大学との国際連携については、台湾政府の戦略的な支援体制や大学間交流の意義と課題を具体的にご紹介いただき、日本の教育行政や大学の国際化を考えるうえで、非常に示唆に富む内容となりました。

また、大学のリーダーに求められる役割として、外部ネットワークや多様なステークホルダーとの関係構築、そして思慮深くかつ迅速な意思決定の重要性についても、改めて認識する機会となりました。

On Tuesday, December 9, GIS welcomed Professor Tony Kuo, Vice President of Shih Chien University (Taiwan) and currently a Visiting Scholar at Hosei University GIS, as a speaker for GIS TALK. His lecture, titled “Educational Diplomacy and International Cooperation Amid Global Transformation,” offered valuable insights into the evolving landscape of higher education and global engagement.

Professor Tony Kuo specializes in international relations and intercultural communication management and has been deeply involved in university leadership and institutional decision-making throughout his career. As a vice president at Shih Chien University—an institution internationally recognized for excellence in design education—he brings extensive experience in international university collaboration and educational strategy.

During the session, Professor Tony Kuo shared his firsthand perspectives on educational diplomacy and international cooperation, drawing on concrete examples from Taiwan. In particular, his discussion of the close and strategic partnership between the Taiwanese government and universities, as well as international collaborations with institutions in Japan, the United States, and other countries, was especially illuminating. His analysis highlighted not only the effectiveness of Taiwan’s policy support for internationalization, but also the challenges and real impact of cross-border university partnerships.

The talk provided valuable reference points for both Japanese higher education policy and university-level internationalization efforts. It also underscored the critical role of university leadership in building external networks, engaging diverse stakeholders, and making thoughtful yet timely decisions in an increasingly complex global environment.
