【Important notice】 Regarding Novel Coronavirus Infection (COVID-19)【Updated March 11, 2020】

n light of the spreading novel coronavirus infection, Hosei University set up a crisis response headquarters on Feb. 19. It will announce on its official website its policies on the holding and rescheduling of university events, its response to this epidemic, and its call for caution.

Since the situation is changing constantly, all students, including newly enrolled students for Academic Year 2020, and faculty and staff members are requested to check the university’s website regularly for the latest information.

With the Ministry of Health, Labour and Welfare and the Ministry of Foreign Affairs urging caution, all concerned are advised to confirm the latest information from reliable sources, take utmost caution, and behave calmly.

In the event of confirmed infection, please report immediately to the designated officers of your faculty, graduate school, high school, and other organizations or to the University Clinic (Health Office).

From this update, relevant information will be provided separately for each of the following categories

Information for all recipients

1. Cancellation of the Entrance Ceremony for AY2020 (scheduled for April 3, 2020) and Schedule for the New Academic Year 2020 (new information on March 6)

In light of the growing effects of the novel coronavirus infection in Japan, the Entrance Ceremony for AY2020, originally scheduled for April 3, has been cancelled. Please refer to the following notification issued by President Tanaka.

At this point, the intention is to continue with the guidance for AY2020 and classes as scheduled, but there is a strong possibility that changes may have to be made. The university’s policy regarding the schedule for the new academic year will be announced on the university website and by notifications to current and newly enrolling students around March 23. All students, including newly enrolled students for AY2020, are advised to check the university’s website regularly and to check any notices from the university administration.

2. Cancellation of the 138th Graduation Ceremony (scheduled for March 24) and Methods for Receiving Diplomas (partially revised on March 6)

In light of the growing effects of the novel coronavirus infection in Japan, the 138th Graduation Ceremony originally scheduled for March 24 has been cancelled. Please refer to the notification issued by President Tanaka.

Due to the cancellation of the Graduation Ceremony, Diplomas will be presented to graduates at the various campuses, including Ichigaya, Tama, and Koganei as detailed below. To avoid infection, the Diplomas presentations will be dispersed among different times and classrooms for each faculty and department. Details of times and locations will be provided in the next update (scheduled for March 13).

However, depending on how the situation evolves, these plans may change, so prospective graduates are advised to keep checking the university’s website regularly and to check any notices from the university administration.

Consideration is being given to holding a separate presentation of Diplomas at the Ichigaya campus for the current academic year’s recipients of doctoral degrees and to representatives of the recipients of master’s degrees, professional graduate schools, undergraduate faculties, and the School of Correspondence Education. Further information about this will be provided at a later date.

When coming to the university to receive your Diplomas, please pay careful attention to the following points.

  • Please pay sufficient caution to your own health management and to preventing the spread of infection when coming to the university. If you feel unwell with any of the symptoms mentioned in “5.(2) If you suspect you may be infected” below, do not force yourself to attend, and instead receive your Diplomas by another means (to be advised at a later date).
  • Receive your Diplomas at the designated location and time. Please also refrain from taking commemorative photographs of large numbers of people.
  • From the perspective of preventing the spread of infection, unfortunately, we must ask people other than the graduates themselves to refrain from coming to the university.

(1) Ichigaya Campus

3. University events other than the above and student activities (partially revised on March 6)

(1) Decisions on holding, cancelling, rescheduling, and rearranging all other university events up to March 29 will be made based on the following criteria in consideration of the health and safety of the participants and the need to prevent infection. However, the university’s entrance examinations will be held with due attention to preventing novel coronavirus infection.

Policies on events taking place from March 30 onward will be announced not later than March 20.

i) Events of a certain size (with 30 or more participants) where there is a strong possibility of the participants’ contact with a large number of people

ii) Events and activities in poorly ventilated indoor spaces that involve close contact and talking among participants for a certain length of time

iii) Events that involve the participation of a large number of people at high infection risk

(2) The responsible offices shall consider cancelling, postponing, and revising plans for events organized by the university based on the above. The university will update the webpage below constantly to announce events that have been cancelled or postponed. Please contact the organizers or the responsible offices for questions on whether a specific event will be held.

(3) While the University will not require the summary cancellation or postponement of non-university sponsored events organized by students, faculty and staff members, or other university-affiliated individuals, it will ask the organizers to carefully reconsider the necessity of holding such events and make their decisions. If they do decide to proceed with the events, they must take all necessary steps to reduce the risks of infection.

(4) Extracurricular activities by students of the university using student facilities will be suspended in principle from the perspective of preventing infection clusters. Please refer to the following notifications for the suspension periods and other details.

Students are advised to check the Career Center website regularly for information regarding job search activities.

4. Overseas Travel and Travel/Return to Japan (partially revised on March 6)

(1) Anybody who is planning to travel overseas in March is advised to check the information in “(2) Overseas travel” and “(3) Travel/return to Japan” below and to return to Japan at least two weeks prior to the start of the 2020 academic year, to ensure they will be back in time to start the new academic year.

If you are confirmed as having been infected with the novel coronavirus while overseas, please comply with the directions in “5.(3) If you are diagnosed with COVID-19” below. Contact the university and act in accordance with the instructions of local health professionals where you are.

(2) Overseas travel
You are advised to cancel any plans to travel to all regions classified as risk Level 3 (“Avoid all travel”) and above in the Overseas Travel Safety Information of the Ministry of Foreign Affairs. Please also consider cancelling or postponing unnecessary and non-urgent plans to travel to Level 2 regions.

(3) Travel/return to Japan
i) If coming/returning to Japan from a region classified as risk Level 1 or above in the Overseas Travel Safety Information of the Ministry of Foreign Affairs, please comply with the procedures below for two weeks after arriving in Japan.

ii) If you have any of the symptoms mentioned in “5.(2) If you suspect you may be infected” below, consult with the consultation centers for people with potential exposure to COVID-19 that have been set up in each prefecture, and comply with their instructions.

5. Preventing Infection and Contact Details in the Event of Infection (partially revised on March 6)

(1) Preventing infection
All students, faculty and staff members are advised to:

  1. Wash your hands thoroughly with soap or alcohol disinfectant
  2. Observe “cough etiquette”
  3. Avoid unnecessary outings and crowded places

(2) If you suspect you may be infected
Please refer to the Ministry of Health, Labour and Welfare’s Guidance on Consultation and Visiting Doctors for Novel Coronavirus Infection (Japanese only). If you have any of the following symptoms, consult with the consultation centers for people with potential exposure to COVID-19 that have been set up in each prefecture, and comply with their instructions.

  • Cold-like symptoms or a temperature of 37.5°C or above that continues for four or more days (same applies to people who have to keep taking fever medicine)
  • Severe listlessness (sense of fatigue) and shortness of breath

(3) If you are diagnosed with COVID-19
If you have had close contact with some diagnosed with COVID-19 or have received a diagnosis of infection with COVID-19 yourself from a medical institution, please contact your faculty, graduate school, school, etc. immediately by telephone or e-mail. When you do so, as well as general information about the disease, please also report your movements for the past two weeks, including any overseas travel and who you have been in contact with during that time.

COVID-19 has been designated as a Class 1 Infectious Disease under the School Health and Safety Act. For this reason, if you are diagnosed with the disease, please do not attend school or work until you are cleared by your doctor to do so.
