When a large-scale earthquake is expected to occur

When a large-scale earthquake is expected to occur in the Tokai region, the Prediction Council for the Area under Intensified Measures against Earthquake Disaster, over which the Meteorological Agency holds jurisdiction, is convened, and an official warning of an impending earthquake is issued according to the situation.

When a large-scale earthquake is predicted to occur, Hosei University takes the following measures as soon as the said Prediction Council is convened (excluding regular meetings during ordinary times).

  1. As soon as the university confirms via television, radio and other means that the Prediction Council for the Area under Intensified Measures against Earthquake Disaster is convened, all lectures at the university will be cancelled. In such a case, please take action as noted below:
    1. If you are at home, stay there.
    2. If you are on your way to the university or home, immediately return home.
    3. If you are at the university, immediately return home following notifications and instructions of the university.
  2. When an official warning is lifted, or when the Prediction Council is dispersed, the cancellation of lectures is removed, and lectures will be given as usual. The resumption of lectures is treated in the same way as a case of transportation strike.

These measures are taken with the aim of reducing damage as much as possible when an earthquake occurs. Your cooperation is highly appreciated.

Disaster response manual

Hosei University has created a crisis management manual as shown below, which describes the basic actions to be taken in case of a disaster such as a fire or earthquake. Please read the manual carefully and try to raise your awareness of disaster prevention on a routine basis. Moreover, please participate in fire drills conducted at the university to learn how to use fire extinguishers.

Three major principles in case of a fire

  1. Initial firefighting
    In the initial stage, try to fight the fire using nearby fire extinguishers and indoor fire hydrants. If the fire spreads to the ceiling, there is nothing you can do. Evacuate immediately.
  2. Dial 119
    Even in case of a small fire, call the fire service at 119. Accurately tell them the location of the fire without creating panic.
  3. Evacuation guidance
    Call for evacuation through the university’s public address system or in a loud voice. Place the highest priority on saving people’s lives.

<Fire drills>

  • To ensure smooth actions according to the three major principles above, you are required to join fire drills on a routine basis.
  • Participate in the fire drills conducted at each campus, and try to enhance your awareness and learn appropriate behavior in case of fire.
  • Understand the roles of the fire defense organization for self-protection and its members.

Three major principles in case of an earthquake

1.Ensuring personal safety

  • Make sure to ensure your safety by hiding under a strong desk.
  • Shaking in an earthquake could last as long as 30 seconds (it was only 11 seconds in the Great Hanshin-Awaji Earthquake). You may be unable to move at all in case of a major earthquake directly below a populated area.
  • If you are outdoors, keep away from buildings. Broken glass and signboards will likely fall out.

2.Putting out fires

  • Promptly put out any fire if there is fire around you.
  • If a fire keeps flaring up, use fire extinguishers and fire hydrants and call the fire service at 119.

3.Rescue/Relief

  • Check for any injured people around you, and help them if you can. Confirm other people’s safety in a loud voice.
  • Treat for injuries. In case of serious injury, dial 119 to call an ambulance.

<Paying attention to disaster prevention on a routine basis>

  • Participate in fire drills conducted at each campus to learn how to use fire extinguishers and fire hydrants.
  • It is ideal that individual students protect themselves against disasters. After ensuring your safety, try to conduct rescue and relief activities for others.

In case of a large-scale disaster

1.When you are at the university

  • When a large-scale disaster occurs, make sure to ensure your safety.
  • Put out any fires around you and perform initial firefighting activities.
  • Check for any injured persons around you, and confirm other people’s safety in a loud voice. (rescue and relief activities)
  • The university works to collect information and takes the initiative in determining how to act after a disaster. Follow the university’s instructions. Although you are required to return home, in principle, stay at the university when it is difficult to return home.

2.When you are at home or outside the university

  • Make sure to ensure your safety. If you are on your way to the university or home, immediately return home. Confirm the safety of your family members, while communicating with each other.

When an official warning is issued

1.When you are at the university

  • When an official warning is issued, act according to the university’s instructions. Do not act on your own, because this could cause further confusion.
  • The university works to collect information and takes the initiative in determining how to act after a disaster. Follow the university’s instructions.

2.If you are at home or outside the university

  • All lectures at the university will be cancelled until the official warning is lifted.
  • If you are on your way to the university or home, immediately return home.

How to use an emergency messaging service (the same for mobile phones)

An emergency messaging service is a system in which mobile phone users in affected areas can register messages to inform their family members, relatives and friends of their own safety in case of a large-scale disaster.
