Changing social conditions such as the declining birth rate-aging population syndrome, dysfunctional families, and high expectations for the rehabilitation of local communities have provoked demands for the fashioning of a social system able to meet the growing need for more social welfare programs and for improved welfare practices.

The program considers human life in its totality, with the community as base, as paramount in measuring the well-being of man from the viewpoint of the common man and the need to create a welfare society in accordance. To achieve this goal, the School has established a clinical study program imbued with human warmth and a view of the community.
